Builders can lower these taxes by building bus routes or adding bike lanes, but some California agencies question their effectiveness in reducing greenhouse gases.

According to environmental attorney Jennifer L Hernandez, the California Air Resources Board wants proof that people are choosing to ride the bus or a bike instead of driving.
The city council must now debate its own VMT rules in light of this new law.
