US Shutdown Politics
My view on the politics of US shutdowns is simple: the side that makes demands and votes against a clean continuing resolution tends to be blamed for it and backs down.
Historically, Republicans demanded less spending, while Democrats now demand more spending, or they shut down the Government.
A possible concession could be to agree to more funding.
The Democrat leadership understands this, but they are hostage to the extremists within their party who demand fanatical opposition to anything Trump does.
