The emergency radio system in Kerr County, provided by Motorola, failed during the July Fourth flooding.

A few years prior to the floods, local officials chose Motorola's system over another option that may have offered more coverage, despite being about half a million dollars more expensive.

Danny Hakim, who covered this story for The New York Times, said his team started looking into it because of reports from first responders on the ground.

The system's failure occurred as floodwaters rose and the death count began to increase, leaving first responders unable to use it.
